The death of a police officer at a violent protest in Hamburg results in new battle lines being drawn in Germany and across Europe: with government officials and law enforcement on one side and disparate groups of protesters on the other. Mara Steinbach is out to save her brother, wanted for the police murder, but finds herself caught up in a burgeoning revolution, led by the mysterious Modra organisation that's trying to unite protest groups into one force.
